The full text of the proposed regulations has been posted in pdf form on the US Treasury site.

The document specifically states that financial institutions are responsible for enforcing the law, that there is no penalty for end users themselves, and that it refuses to clarify what is and is not considered to be illegal online gaming.

The deadline for commenting is December 12, 2007. There are a variety of ways to make or read comments, all of which are detailed at the beginning of the document.

It “proposes that the final regulations take place six months after the joint final rules are published.”
