The Center for Regulatory Effectiveness has released a report analyzing the Unlawful Internet Gambling and Enforcement Act and calling for it to be rewritten.
The UIGEA does not, according to the group which exists to conduct independent analyses of agency regulations, meet the guidelines of the Paperwork Reduction Act and could have an especially negative effect on smaller businesses.
The CRE also noted the obvious, which is that the UIGEA is unclear and contradictory.
The three main points detailed in the document are that the UIGEA as written has:
1. Failed to provide “a specific, objectively supported estimate of burden” as required by 44.U.S.C. 3506(c)(1)(A)(iv).
2. Provided incorrect and unsupported statements regarding the burden on small businesses and
3. Not provided burden estimates for many information collection tasks described in the proposed rule.
