France to come up with legislation to alter online gaming monopoly

The European Commission reported that France will be introducing legislation to change its state-run monopoly on online gaming by this fall.
The commission has ruled previously that monopolies like France’s need to be opened up in the spirit of an open market in the European Union.
According to majorwager.com:
France’s gaming sector is composed of two monopolies - Francaise des Jeux and PMU. The EU’s highest court, the European Court of Justice, has ruled that gaming firms registered in one EU state must be allowed to operate across the 27 member state bloc, except in matter of overriding national public interest.
Several other states are dealing with pressure from the EC to do away with state-run monopolies.
